Earned Settlement Campaign

Liverpool Access to Advice Network
In December 2025, the Government launched their Earned Settlement consultation. This consultation asked for responses to the 2025 UK Immigration White Paper, entitled Restoring Control over the Immigration System. Within the 2025 UK Immigration White Paper, the Government proposed some of the most radical changes to the immigration system in a generation. Proposals include creating a tiered qualifying system in which people can reduce or increase the amount of time it takes for them to qualify for settlement, considering factors such as whether they have ever claimed benefits or whether they have done voluntary work. The Government also propose to remove recourse to public funds for people once they get settled status - this means that even when a migrant has earned settled status, they will not be eligible to claim most benefits. These proposals have thrust the livelihoods of so many people into uncertainty. Not only will they be questioning whether they are allowed to remain in the country, but whether they will be able to afford to do so. For advice providers and organisations who provide care and support, these proposals are equally unsettling. These proposals leave many unanswered questions. Who will help migrants assess whether they can reduce or need to increase their qualifying period? Who will support people with no recourse to public funds? What impact will these proposals have on child poverty, and poverty more broadly? Our response categorically opposes these proposals, and asks that the Government answers these vitally important questions.

Liverpool Access to Advice Network has provided evidence for the Government’s Justice Committee inquiry into Access to Justice.
As the community of practice for Liverpool’s free legal advice sector, we know that accessible free legal support is a lifeline for people across our city. The evidence we have given presents a sector faced by unprecedented levels of demand and unstable funding arrangements. Our members are balancing maintaining the sustainability of their organisations with supporting people with increasingly complex needs.
Pathways to Work - Disability Benefits Cuts

Liverpool Access to Advice Network
The Government published their Pathways to Work Green Paper in March 2025. In it, they propose drastic cuts and radical changes to Personal Independence Payment and Universal Credit. The Green Paper sets out their plans to get more people into work whilst delivering considerable savings on welfare spending. The Government claim that these reforms will deliver a welfare system that is fairer and provides support in a dignified way that preserves peoples’ independence. We know that this will not be the case.
Liverpool Access to Advice Network has conducted a thorough analysis of how these proposals will disproportionately affect Liverpool using the Government's own data. We have written to the Secretary of State for Work and Pensions to present our findings, and to offer our suggestions for a fairer, more equitable future.
